天灾无情人有情,胞波有难兄弟帮”——洪亮大使在灾区慰问讲话全文(中缅英三语)

    8月3日,中国驻缅甸大使洪亮率工作组抵达缅甸灾区,并向当地灾民转交救灾物资。期间发表慰问讲话,全文如下:

    Mingala-ba!

    缅甸正在遭受40年来最大的洪涝灾害,全国许多地方都遭灾了,特别是实皆省、马圭省、若开邦和钦邦灾情最为严重。

    作为缅甸的友好邻邦,作为缅甸人民的胞波兄弟,中缅两国长期以来守望相助,面对这场洪灾,我们感同身受,我们心急如焚。

    我这次率中国驻缅甸使馆的同事们来到实皆省灾区,是受中国政府和人民的委托,在第一时间向灾区人民表达中国政府和人民的深切慰问之情,我们还给灾区人民带来了他们急需的生活物资。


    我要强调的是,天灾无情人有情,胞波有难兄弟帮,在这场洪灾面前,中国人民同缅甸人民站在一起。中国驻缅甸使馆的外交官以及中国在缅企业机构已经积极地行动起来了,向灾区人民纷纷捐钱捐物捐爱心,大灾有大爱,患难见真情。

    我此行的另一个重要目的是,到灾区的第一线了解灾情,并在第一时间向中国政府报告。目前,灾情还在发展之中。当务之急,应采取有力措施应对灾情挑战,保护灾区人民生命财产安全,保障灾区人民基本生活需求。


    中国政府正根据缅甸政府和灾区人民的需要,积极向灾区提供援助,在灾害评估、灾情预测、灾民安置、灾后重建等方面给予大力帮助和支持。

    我们注意到,面对这场罕见的洪灾,缅甸政府及各界人士已经行动起来了。吴登盛总统阁下多次前往灾区,亲临一线指挥抗洪救灾。缅甸国家救灾委员会已投入运作,正统筹协调全国救灾行动。

    我坚信,在缅甸政府的坚强领导下,在缅甸各界的大力支持下,在友好邻邦和国际社会的真诚帮助下,缅甸人民一定能够战胜这场特大自然灾害。

    最后,我想用一句我刚刚学会的缅语,向大家表示诚挚的祝福:“啊赛赛 啊呀呀 啊新 呗吧赛”。

    ChineseAmbassador Hong Liang’s Speech in Kally for the Flood Rescue Mission

    Mingala-ba!

    Myanmar is suffering a lot from the disasterous flooding which was veryrare to be seen in the past 40 years. Quite a few regions in Myanmar haveencountered the flood disaster, while the situations in Sagaing, Magway,Rakhine and Chin are of the worst at the moment.

    As the friendly neighbour country to Myanmar, also as the Pauk Paw ofMyanmar people, China and Myanmar has been keeping watch and helping each otherfor a very long time. We, Chinese people felt deeply affectd by the fierceflooding encountered by Myanmar people as if we had experience it by ourselves,our heart is torn with anxiety.

    This time, I led my colleagues in the Chinese Embassy in Yangon to cometo the disasterous zone of Sagaing, I am entrusted by the Chinese governmentand Chinese people to convey the sincere sympathy for the disater people from the Chinese government and Chinese people.We have brought with the urgently needed daily necessities for theflood-striken people.

    What I am going to highlight here is that the disaster is merciless butthe people is kind, the Pauk Paws are suffering a lot but the Chinese brotherswill do the help. Chinese people will firmly stand by the side of Myanmar people before the floodings. Chinese diplomats in the Embassy and Chinese enterprises as well as the institutions in Myanmar have taken positive actions to donate money as well as goods to the diaster people. The disasters reveal thegreat love, while misfortunes test the sincerity of friends.

    My additional purpose for this trip, which is very important, is to check the disaster situation in the forefront areas and will lose no time to report to the Chinese government.     

    Currently, the situation of the flooding is still dynamic.The top priority is to taken effective measures to tackle the challenges of the flooding, protect the lives and property in the disaster area and meet the demand of the basic living standards.

    Chinese government is now trying her best to provide strong supports inthe area of hazard assessment, disaster forecast, resettlement of disaster people as well as the post-disaster reconstruction on the basis of the requestsand needs from the Myanmar government and Myanmar people.

    We all noticed that, on facing the rare flood disaster, Myanmar government together with all walks of life has went into action. Myanmar President H.E. U Thein Sein has approached the flood zone for several times andto direct the anti-flooding operations. The National Disaster Preparedness Central Committee has already been put into operation and isnow coordinating the disaster relief operations at the national level.


    I believe that under the strong leadership of the Myanmar government, with the sincere help from friendly neighbour countries as well as the International community, Myanmar people will surely defeat the extraordinarily seriousnatural calamities.

    At last, I would like to use an Myanmar phrase I have just learned today to express my best wishes to all of you: ‘A Sai Sai, A Ya Ya, A Xin, Bei Ba Sai’(Allthe best). ‘Kyei: zu: tin ba de’(Thank you).
