各位嘉宾，女士们、先生们、朋友们，

大家晚上好！

很高兴第三次在缅甸第二国际会议中心主持中华人民共和国国庆招待会。今天，这里贵宾云集，感谢并欢迎大家的到来。我要特别感谢副总统吴敏瑞阁下代表缅甸政府莅临招待会，这显示了缅方对中缅关系的高度重视，以及对中缅友谊的大力支持。

68年前，在中国共产党的领导下，中国人民经过艰苦卓绝的斗争，成立了中华人民共和国。68年后，也是在中国共产党的领导下，中国发生了翻天覆地的变化，中国人民离实现中华民族伟大复兴的“中国梦”越来越近了，为人类社会进步事业的贡献也越来越大。今年，中国最重要的政治议程，就是即将于10月18日召开的中国共产党第十九次全国代表大会，这是在中国特色社会主义发展关键时期召开的一次十分重要的大会，对中国未来发展意义重大而深远。

中国共产党第十八次全国代表大会召开以来的5年，是中国发展进程中很不平凡的5年。5年来，以习近平同志为核心的党中央把握当今世界和当代中国发展大势，顺应实践要求和人民愿望，推出了一系列重大战略举措、方针政策，解决了许多难题，办成了许多大事，中国发展成就举世瞩目。

——我们坚定不移推进政治改革。我们全面加强党的领导，全面从严治党，形成了反腐败斗争压倒性态势，因违纪违法受到惩处的党员干部数以万计，得到广大人民群众的支持和拥护。中国共产党执政基础和群众基础更加巩固。

——我们坚定不移全面深化经济改革。中国经济保持中高速增长，国内生产总值年均增长7.2%，居于世界主要经济体前列。中国对世界经济的贡献率平均为31.6%，超过了主要发达国家贡献率的总和，毫无疑问地成为世界经济增长第一引擎。中国人均年收入大幅增加，民生更加改善，中国人民对改革发展的获得感更强了。

——我们坚定不移全面推进依法治国。中国进一步完善法律制度，保障法律有效实施，切实让公民权利落到实处。法治精神在中国深入人心，成为13亿中国人民的共同信仰。

——我们坚定不移推进生态文明建设。我们颁布施行新的《环境保护法》，签署了《巴黎协定》，陆续出台污染防治和低碳发展行动计划。中国从城市到乡村，从大漠到水乡，天更蓝、地更绿、水更清。绿水青山就是金山银山，美丽中国的新图景已徐徐展开。

——我们坚定不移推进国防和军队现代化建设。这5年，中国军队坚定走中国特色强军之路，全面深化国防和军队改革，实现了人民军队组织形态的整体性重塑，迈出了构建中国特色军事力量体系的历史性步伐，中国人民解放军更有能力应对新形势下安全挑战。同时，中国人民解放军积极参与联合国维和行动，愿继续为世界和平与稳定作出贡献。

——我们坚定不移推进中国特色大国外交。我们努力构建以合作共赢为核心的新型国际关系，积极打造人类命运共同体。我们发挥负责任大国作用，积极推动解决热点问题和全球性挑战，促进全球治理体系朝着更加公正合理方向发展，为世界和平与发展作出积极贡献。2013年，中国领导人提出建设“一带一路”重大倡议。4年来，在各参与方共同努力下，“一带一路”逐渐从倡议变为行动，从理念转化为实践，100多个国家和国际组织积极支持参与。2014年至2016年，中国同“一带一路”沿线国家贸易总额超过3万亿美元，对“一带一路”沿线国家投资累计超过500亿美元。今年5月，中国成功举办“一带一路”国际合作高峰论坛，包括缅甸在内的140多个国家和80多个国际组织的1600多名代表出席，形成了国际社会广泛参与、合力推动“一带一路”建设的磅礴气势。

女士们，先生们，

在新的时代背景下，过去一年，中缅关系百尺竿头，更进一步，在各方面均取得积极进展。

我们高兴地看到，中缅保持高层密切交往，引领两国关系向更高层次发展。过去一年来，吴廷觉总统成功对华进行国事访问，杜昂山素季国务资政赴华出席“一带一路”国际合作高峰论坛，吴敏瑞副总统赴华出席博鳌亚洲论坛年会，吴温敏议长访华，敏昂莱总司令第7次访华。两国领导人就巩固中缅传统“胞波”友谊、深化两国全面战略合作深入交换意见，达成广泛共识。

我们高兴地看到，中缅正携手共建“一带一路”。今年5月，在两国领导人共同见证下，两国政府签署了共建“一带一路”合作文件。作为缅甸最大的贸易伙伴和最大外资来源国，中方欢迎缅甸积极参与“一带一路”建设，搭乘中国发展的“顺风车”，与中方共同打造昆明至仰光、瑞丽至皎漂的中缅经济走廊，确保中缅油气管道顺利运营，推动皎漂经济特区尽快启动，共建两国边境经济合作区，加快两国道路互联互通以及电网联通，开展伊江治理，建设仰光新城，不断为缅甸的繁荣与发展注入新的动力。

我们高兴地看到，近年来中缅民生合作蓬勃发展。中方在缅实施了一系列教育、卫生、救灾等民生项目，比如中缅友谊学校、中缅友谊奖学金/助学金、中缅友谊医院、中缅友谊林、蒲甘佛塔修复、内比都德比宫农贸市场改造、“光明行”等，让中缅友好合作给缅甸人民带来更多获得感。不久前，中方在第一时间为缅甸抗洪救灾和抗击H1N1疫情提供援助，用实际行动不断丰富“胞波”友谊的内涵。我们鼓励并支持在缅中资企业积极履行社会责任，为缅甸民众创造就业、改善民生贡献力量。

我们高兴地看到，中缅在促进缅甸国家和平和解事业中的合作正日益深化，这对两国共建“一带一路”意义重大。在双方共同努力下，缅北7支民地武参加了第二次“21世纪彬龙和平会议”。我们希望这一良好势头能继续保持下去，希望有关各方早日签署《全国范围停火协议》。中方支持缅方在“彬龙精神”指引下，积极推进包容性和平进程，并愿为此发挥更大的建设性作用。

中方谴责缅甸若开邦发生的暴力袭击事件，支持缅方为维护若开邦的和平稳定所做努力。我们将继续在国际场合为缅甸仗义执言，希望国际社会为缅方妥善处理有关问题营造良好外部环境。我们将继续向若开邦各族民众提供人道主义援助，支持缅孟两国通过协商合作妥善解决边境地区有关问题，并真诚希望若开邦尽快实现族群和谐、社会稳定和经济发展。

朋友们，缅甸有句谚语，光阴潮汐不等人。当前，中缅关系正迎来新的发展机遇。时不我待，让我们携起手来，共同努力，推动中缅全面战略合作伙伴关系不断取得新的更大发展！

为中缅两国繁荣昌盛、人民幸福安康，

为中缅关系健康稳定发展，

为中缅“胞波”友谊万古长青，

Distinguishedguests, Ladies and Gentlemen,

Good evening!

It gives megreat pleasure to host the National Day Reception in MICC2 for the third time. I’mvery grateful for all of our distinguish guests here sharing your time with usfor this annual event. My special thanks should go to Vice President U MyintSwe. Your Excellency’s presence is our great honor and demonstrates the greatsupport from Myanmar Government to the sound relationship and everlastingfriendship between China and Myanmar.

68 years ago, thePeople’s Republic of China was founded after hard struggles of Chinese people underthe leadership of the Communist Party of China (CPC).

68 years later, alsounder the leadership of CPC, great changes have taken place in China. TheChinese people is fulfilling the Chinese Dream of national rejuvenation andmaking greater contributions to the development of human society.

Right now, Chinais getting ready for the 19th CPC National Congress scheduled to be held on October18th , which is the most important political agenda for this year.This event is very significant for the future of China as China is now in thedecisive stage of building socialism with Chinese characteristics.

Over the pastfive years since the 18th CPC National Congress, China has made remarkableprogress in all fields. The CPC led by General Secretary Xi Jinping as the coreleader, following the trend of the development of the world and the people's aspiration,has introduced a series of practical and effective policies, bringingextraordinary achievements for China and Chinese people.

In the past fiveyears, we have been actively pushing forward the political reform in China. Thefight against corruption has gained crushing momentum. A series of newpolitical rules and regulations have been applied within the ruling party, andthousands of CPC officials have been punished due to corrupt practices. Now theCPC is more disciplined and much cleaner, its leadership is further strengthened,winning more support from the people.

In the past fiveyears, we have been actively pushing forward the economic reform in China. Oureconomy is very dynamic and has maintained annual growth rate of 7.2%,which is the fastest among major economies. As the second largest economy inthe world, China’s contribution to global growth is around 31.6%, which hassurpassed the sum of contribution by major developed countries. Now China hasbecome the main engine for world economic growth. With development of theeconomy, the welfare of Chinese people has been greatly improved, per capitaincome remarkably increased, and the index of the people’s happiness is risingup.

In the past fiveyears, we have been actively pushing forward the rule of law in China. A lot ofnew laws have been worked out, and the national legal system has been further strengthened.Law enforcement is getting more effective, and the people's civil rights isgetting more consolidated. Rule of law has become the common belief of over 1.3billion Chinese people, it has laid a solid ground for good governance inChina.

In the past fiveyears, we have been actively pushing forward the building of ecologicalcivilization in China. Green development is not a concept for us, but an urgentaction for nowadays and future generations. We have put into force a newEnvironmental Protection Law and singed the Paris Accord.

A series ofanti-pollution and low-carbon development programs have been carried out.Now inChina, from urban area to rural area, the sky is getting bluer, the land isgreener and water is cleaner. We believe that clean rivers and green mountainsare gold and silver mines in real sense.

In the past fiveyears, we have been actively pushing forward the modernization of the People’sLiberation Army. The most significant reform on defense organization system hasalmost been completed in China, which is unprecedented since the founding ofthe People’s Republic of China. Now the PLA is getting stronger and betterprepared to address any national security challenges. Meanwhile, as the No. 1contributor to the UN Peacekeeping Operations, PLA is more ready to deliver itsduty in maintaining the peace and stability in the world.

In the past five years, we havebeen actively carrying forward a major-country diplomacy. China advocates tobuild up a new type of international relations with win-win cooperation as thecore principle, and build up a harmonious community of shared future formankind. We have played our due role as a responsible major country inresolving hot-spot issues and global challenges, pushing forward the globalgovernance to be more fair and square, making positive contributions to thepeace and development of the world.

In 2013, ChinesePresident Xi Jinping proposed the Belt and Road Initiative(BRI). Since then, the BRI has achieved remarkable early harvests with thesupport and joint efforts from over 100 countries and internationalorganizations. From 2014 to 2016, the total trade volume between China and the otherBRI countries has exceeded $3 trillion and China has invested $50 billion in thesecountries.

This May, the Belt andRoad Forum for International Cooperation was successfully held in Beijing. Over1600 representatives from over 140 countries and 80 international organizationsparticipated in the forum, including Myanmar, which demonstrated world-widesupport for the BRI, and BRI is bringing us to a better future.

Ladies and gentlemen,

China-Myanmar relationshas achieved further development in every aspect in the past year.

We are pleased to see that China and Myanmar have kept close high-levelcontacts, navigating the bilateral relations to a higher level. In the pastyear, President U Htin Kyaw paid a successful state visit to China. StateCounselor Daw Aung San Suu Kyi attended the Belt and Road Forum forInternational Cooperation in Beijing.

Vice President U Myint Swe attended the Annual Conference of Boao Forumfor Asia. Pyithu Hluttaw Speaker U Win Myint visited China this month.Senior General Min Aung Hlaing paid his 7th visit to China. Leadersof our two countries have reached broad consensus on further enhancing our Pauk-Phawfriendship and deepening strategic relationship between China and Myanmar.

We are pleased to seethat China-Myanmar cooperation under the framework of the Belt and RoadInitiative has achieved positive progress. This May, our two governmentssigned the MOU on jointly pushing forward the Belt and Road Initiative. AsMyanmar’s biggest trading partner and foreign investor, China welcomes Myanmar towork with us to build the Belt and Road in order to share the benefits ofChina’s development.

China is ready to cooperate with Myanmar on building up  China-Myanmar Economic Corridor fromKunming to Yangon and from Ruili to Kyaukpyu. To be specific, we shouldcontinuously make efforts to ensure the smooth operation of China-Myanmar Oil& Gas Pipeline, launch Kyaukpyu SEZ project at an early date, establishChina-Myanmar Border Economic Cooperation Zone, enhance the connectivity of roadsand railways and electricity infrastructures, undertake comprehensive managementof Irrawaddy River, and construct Yangon New City. All these cooperationprojects will surely inject new impetus to the development and prosperity ofMyanmar.

We are pleased to see that China-Myanmar cooperation on improvingMyanmar people’s livelihood has flourished, especially in the field of education,public health, disaster relief, etc.

The Chinese side has launched a series of livelihood promotionprojects such as China-Myanmar Friendship Schools, China-Myanmar FriendshipScholarships, China-Myanmar Friendship Hospital, China-Myanmar FriendshipForest, Bagan Pagoda Repair and Renovation, Tha Pyay Kone MarketplaceRenovation, Brightness Action etc.

Not long ago, China provided humanitarian assistance to Myanmarpeople when the country suffered from flood disaster and H1N1 epidemic. TheChinese government also encourages Chinese companies in Myanmar to fulfilltheir corporate social responsibilities, creating more jobs to Myanmar peopleand improving their livelihood.

We are pleased to see that China and Myanmar have deepened thecooperation on promoting national reconciliation and peace process of Myanmar,which is of great importance for our two countries to realize the Belt and RoadInitiative in Myanmar. With joint efforts of both sides, 7 armed ethnic groupsfrom northern Myanmar attended the second 21st Century Panglong PeaceConference.

We hope such positive momentum will continue and relative armedethnic groups will sign the NCA at an early date. We will continue to supportMyanmar in its endeavor to promote inclusive peace process in the spirit ofPanglong, and will play a more constructive role in this regard.

The Chinese side condemns the violent attacks that happened in theRakhine State recently, and supports Myanmar's efforts to safeguard peace andstability of the Rakhine State. We will continuously speak rightly for Myanmarin international arena, expecting the international community to createfavorable environment for Myanmar government to properly address relevantchallenges.

We will continuously provide humanitarian assistance to the RakhineState for all ethnic groups. We support Myanmar and Bangladesh in the effortsto properly handle relevant border issues through consultation and cooperation.We also sincerely hope that the people in Rakhine State will enjoy stability,ethnic harmony and economic prosperity in the near future.

Dear friends,

As a Myanmar saying goes, time and tide wait for no man.China-Myanmar relations is embracing new opportunities for development.

Let’s join our hands together, and push forwardChina-Myanmar comprehensive strategic cooperative partnership to a newheight, for the brotherhood and benefits of our two peoples.
